Dr. Gönül ÜLKERFebruary 2006, Page 165 + xiiiThe aim of this study is to give information about IndependentAdministrative Authorities also known as higher boards.Within the framework of the data being scanned from the varioussources the information was presented upon the definitions of the boards, theirrising, specifications, duties and authorizations, the specifications of the boardsin both USA and EU countries, the organizations at the Turkish administrativeorganizations and their duties, structures, incomes, constitutional situations andthe very data gained at the end of this study are presented and the suggestions areproposed.It is observed that the Independent Administrative Authorities are notonly observed in our country but also all over the world. Besides the presence ofthese organizations are seen as a ?must? for Turkey who is on the road for EU.Key Words: Independent Administrative Authorities, regulation
