Opinions of county education inspectors concerning applications to the communication centre of the prime ministry (BİMER) and communication centre of The Ministry of National Education (MEBİM)

This thesis was conducted in order to examine and analyse the opinions of county education inspectors concerning applications to the BIMER and MEBIM. The questionnaire forms prepared for such purpose were applied to 260 county education inspectors working in different parts of Turkey. The results derived from the questionnaires were analysed by using the computer program known as SPSS 21.0.In order to interpret the opinions of education inspectors relating to the applications of BIMER and MEBIM and the opinions concerning the creation of BIMER and MEBIM, frequency, percent, average and standard deviation statistics were used. In examining the different opinions of county education inspectors based on their definitive features, test T, one way anova and Tukey's test were applied.In accordance with the conclusions drawn from the research; county education inspectors mostly share the following opinions: "when the application is understood as slander, to the one who applied, it must be subject to legal investigation" and "before the legal investigation, a pre-investigation must be conducted by the administration." The least shared opinions by education inspectors is as follows: "it contributes positively to the purposes of the Turkish National Education" and "it should not be taken into account when realised that students applied." When the opinions of county education inspectors who participated in the research in relation to the creation of BIMER and MEBIM are examined the following conclusions can be drawn; The inspectors mostly share the following opinions: "because these cause an increase in the number of application, whether necessary or not, the workload is increased" and "it causes unnecessary usage of the public resources and staff." In this context, the least shared opinions can be indicated as: "As an inspector, I sometimes apply too" and "it reduced the bureaucracy."Additionally, in the work, based on the different characteristics of the county education inspectors such as experience, age, location and other differences, it is determined that there are different opinions of inspectors in relation to applications to the BIMER and MEBIM and the creation of BIMER and MEBIM.
