Abstract (EN)
This study has been designed with the assumption that every state has an understanding of keeping the state and its citizens safe within its existential philosophy. The presidential system, which is one of the systems accepted by states as an alternative in the search for better governance, has its own claims in this regard. In our study, the relationship between the political systems and national security problems of the states of Chile, Peru and South Korea, as sample countries, has been examined with a historical perspective. In this way, the understanding of security management and security institutions shaped by the security problems of each country; the effects of security problems on the establishment and implementation of the presidential system of these states; and the effects of the system in tackling security problems are important points in choosing a political system. The political institutions such as the president and parliament have been affected, as well as the bureaucracy consisting of the armed forces, intelligence and other national security institutions in the political systems of sample countries, shaped by military coups, terrorism and war threats. It is seen that the Constitution, laws and practices, which form the basis of security management in these countries, are also designed with the influence of the environment created by security problems. In addition, the legitimate presence and effective decision-making ability in increasing the capacity, which is essential for effective security management, has also been questioned within the system through sample countries.
