The impact of physical disability to the organization commitment and job satisfaction: A research in the public sector

Abstract (EN)
The purpose of this study is to investigate and to measure the organizational commitment and and job satisfaction levels of physically disabled sampled from the General Directorate of State Hydraulic Works and to compare these findings to a sample of non-disabled in the same organization. In addition, attitudes of quitting and absenteeism resulting from job satisfaction and commitment were also analysed in the same sample. With this purpose the relationship between job satisfaction and organizational commitment and measurements of these two attitudes were made in light of several demographic variables.In the study, 41 out of a total of 71 physically disabled employees working in the General Directorate of State Hydraulic Works as of 2009 were sampledThe acceptable margin of error was chosen to be 5 %. All of the sampled were sent a questionnaire. Also, the same questionnaire were also sent to all of the Office workers and 246 of these responded.The questionnaire comprises of 72 and 75 questions which were prepared in light of relevant literature. In the questionnaires, Spector?s job satisfaciton scale and Allen Meyer?s Organizational Commitment Scale were used. In addition, 15 questions for the disabled and 12 questions for demographic data were also added. Apart from non-disabled, 3 additional questions were also directed to disabled. Questionnaires were filled during face to face meetings. Concerning the employees who work in the provincial areas, questionnaires were sent by mail.Data collected were analysed in SPSS 12 package. A 0.7 Alpha Scale score was calculated, hence the scale was shown to reliable. Normality tests were also conducted for the results. Normally distributed data sets were analyses in parametric tests and non-normal distributed data were analysed in non-parametric tests. In binary comparisons , Student?s t test and Mann-Whitney U testi, in bigger groups adjusted Benforini Kruskall-Wallis H test were preferred. The relationships between variables were analysed in light of correlational analysis.Study was conducted in the central and provincial organizations of State Hydraulic Works to the disabled Office workers (n=41) and to the non-disabled Office workers (n=246).When we look at the findings, there is no significant difference between the disabled and non-disabled groups as of commitment and satisfaction level variables. From the satisfaction sub-dimensions, betwwen the two groupss, a statistically significant difference is seen in the satisfaction from side payments and performance based rewards. In correlational analysis in all of the samples, there exists a significant positive correlation between age and commitment. Among statistically significant findings, when montly payments increase, commitment level decreases, also as tenure increases commitment level increaeses.On the basis of total scale points, when satisfaction increases, commitment level also increases. Also, in the non-disabled group, it was pointed that as satisfaction points increase, commitment also increases.In all of the samples, emotional and total commitment level of male respondents is found to be statistically higher than female respondents. In all of the samples, peer satisfaction and job satisfaction levels of male respondents are found to be statistically higher than female respondents.In the disabled group, there is no significant difference in commitment and its sub dimensions. But in non-disabled group there is a significant difference in the commitment and total satisfaction level between male and female respondents.Finally, in light of the needs of disabled, organization?s social and legal responsibilities must be reconsidered. Special solutions must be developed for disabled in all of the common areas where people work, rest and are entertained on a rights-based approach. For the working disabled people, studies must be conducted in job satisfaction and commitment areas and thus those people must be granted their deserved positions.
