The Privatization of municipality services

In the contemporary world cities are getting larger and necessities ofthe living population in the cities are increasing with their problem. Rapidurbanization has increased the demand for lots of municipal services. Thissituation necessitates new and dynamic approach of in the supply of publicservices.By provision of some of the services by local governments, retardingeffects of bureaucracy can be prevented and efficiency in production can beincreased. The reasons such as insufficient resources, refraining frombureaucracy, lack of technical personel, avoiding from central controlencourage local governments to use alternative service provision methods.In the end of 1970?s, the most favorite method was privatization.Today privatization seen especially in the developed countries, is practisedwidely in the world scale.In the first part of this work we mentioned the definition, the attibutesand the kinds of public service and regulation of public services by centraland local governments. In the second part, privatisation as a consept, thereasons and benefits and the common ways of privatisation was explainedsome of the ways are rarely applied in our country?s under this conditions,however, they guide and help our municipalities. Therefore in this part aboutthese methods information was given. In the third part, the privatization ofmunicipality services in England, USA and France is mentioned who are theleaders of privatization and who succesfully transfered their implementationexperiences of privatization to other contries. In this section we alsomentioned the application of the privatization of municipality services inTurkey. In the fourth part, we mentioned, the expected benefits of theprivatization of municipality services and the criticism to people whoapproach to the municipality services by the libaral paradigm, thedisadventages of privatization and the offers of solution.
