The privatization of municipality owned enterprises: The case of Istanbul Sea Bus (ISB)

With the economic crisis which raised its effect at the end of 1970s, the provision methods of public services are started to be questioned and this provides that public administrations are considered by theorists and pragmatists again. The neoliberal policies which capitalist system sees it as way out from the economic crisis increasing its effect at the end of 1970s was started to practice in developed and developing countries. With the increasing effect of neo-liberal policies in our country, which is not indifferent to events realized in world economy the provision of local services is started to change and local administrations try to find and develop new service tool and techniques to provide necessities of public effectively and productively. In this term which the privatization phenomenon takes place in the agenda of world, the utilization of private sector plant and methods in the provision of local services in our country. Our municipalities which aim at peaking the efficiency and productivity of local services provisions want to get benefit from the advantages of being private sector in public sector economy. The municipalities which is the local service supplier carries out their attempts by preferring the establishment of municipality owned enterprises to save from black letter rules and bulky shape of bureaucracy and public law with the aim of realizing some local services efficiently and productively and benefitting the statute of private sector. In this thesis study, the municipality owned enterprises which is raised as a result of municipalities economic attempts are presented and the results are tried to reveal by analyzing the privatization of İstanbul sea buses corporation which is an municipality owned enterprise in respect of its establishment and which is done by selling them in 2011.
