In today's economic conditions, countries aim to reduce labor costs in order to adapt to international competition conditions. In this context, subcontracting, which adapts to flexibility in all matters, has become a common form of employment for businesses in providing cheap labor. Subcontracting, which first became a common practice in the private sector in Turkey, then became widespread in the public sector and turned into a permanent form of employment. Subcontracting has been established by various legal regulations to help ensure the realization of public services. Despite this, the workers were deprived of their right to trade union and collective bargaining and were employed in an insecure manner with extremely low wages. In the process, the arrangements made in favor of the workers were inadequate. In order to provide a permanent solution to the problems of sub-employer workers, the staff arrangement was carried out with the statutory decree numbered 696, which was announced in December 2017. Thus, those who worked as subcontractor workers in central administrations were transferred directly to permanent workers and became public workers. Subcontractor workers working in local administrations were employed in the employment status of the companies within the local administrations. The regulation is considered to be very important for the Turkish working life. In this context, the research results included in the study are aimed at establishing satisfaction levels for the organization of municipal company workers who benefit from staff regulation. In this context, the participants were questioned how they were affected by the arrangement and which factors the effects vary depending on. In addition, employees' views on issues such as compensation, reassurance and working conditions for regulation are included. In this framework, 2162 people who have been rassally selected to represent each region have been surveyed. According to the research results, there has been no dominant opinion on the satisfaction levels of the participants. At this point, it is seen that the opinions of employees are influenced by various factors, and that these factors are particularly effective at the price levels.
