The Efficiency of non govermental organizations in municipal administration decisions (The case of Gaziantep, Kahramanmaraş and Bingöl)

increase in society problems and variety of needs as well as globalizatin process have made individulas rewiew and develop models related to administrative process. In mis context both the difficulty of central government in defeating problems and suspicion on represantative democracy as well as demands of participating in administrative structure led to coalition and participatory democracy models. Participatory administration model was mainly shaped up by idea of becoming independence from governmental power, sharing responsibility, with local governments and taking active role in decision making process. However, non-governmental organizations, formed to defend/develop determined aims and manners, have taken active role in administration. Altough participatory administration model and both position and administrative efficiency of non-governmental organization in this model vary to countries, somesStandarts setted up about local participation. Integration with European union forced to Turkey to carry out participatory models exist in international texts. However struggle between both central and local administration and state and citizens delayed practice of participatory administration. Factors vary from losing confidence between government and parts of society to ideological worries are obstacles against intitiutionalizing participatory administration model at local level. İn spite of legal, institutional and intellectual obstacles, non-govemmental organizations show positive signs institutionalizing participatory administration models at local level. Non-govemmnetal organizations' approaches make easy transfer experince and potantial of these organizations to society and administration. This study, carried out towards non governmental organizations and members of municipal councils in Gaziantep, Kahramanmaraş and Bingöl, examines factors, related to participatory administration model approach, information and potential.
