In this thesis; The importance of the panel data in determining the factors affecting the satisfaction level of citizens with municipal services was emphasized. Improving the living conditions of people living in provinces / districts is among the priority policies that municipalities should adopt. Consequently; High quality of municipal services is more important than high quantity. While the importance of municipal services is well known, factors that increase citizens' satisfaction with municipal services need to be determined and developed. Panel data is one of the most studied issues in recent years, since it can handle both unit and time dimensions together. Due to this feature, the panel data gives more information than both cross section and time series data. This study was conducted with the panel data obtained by applying the same survey study at certain time intervals to the same sample group selected among citizens living in any district of Istanbul.Accordingly, in this study, firstly, the concept of panel data analysis was emphasized, after the literature information about this concept was given, detailed information was given about the generalized estimation equations (GEE) method applied on the panel data. As a result of the analysis, the level of satisfaction of the citizens with the services of the Municipality, what are the factors that determine the service quality and the effects of these factors increasing / decreasing satisfaction from the services were obtained.
