Abstract (EN)
The high economic potential of the cities causes the rapid increase in the urban population. This situation creates the need for public and local government services to respond at the same rate to the urbanization demand created by the increasing population. Meeting the increasing demands depends on the institutions and organizations to provide services that are both fast and in accordance with the standards required by the age. Qualified manpower can provide qualified service delivery. Qualified manpower can be reached through education. This study aims to develop a measurement tool for the evaluation of technology-based in-service training, which is one of the tools for creating qualified manpower. The sample of the study consists of a total of 313 municipal personnel from 10 municipalities, 7 of which are metropolitan cities in different regions. In order to create a question pool, data was collected through the interview form and qualitative analysis was carried out. As a result of qualitative research, technology-based in-service trainings; It has been reported that it is necessary, has a positive effect on career, has a positive effect on the level of business success, has a positive effect on job and workplace commitment, facilitates the work, increases the quality of the work, and increases citizen satisfaction. Inappropriate questions were removed from the pool of questions submitted for expert opinion and analyzed, and the test measurement tool items were reached. After the trial measurement tool was applied, the analyzes were made and the final measurement tool items were reached. The croanbah alpha reliability coefficient of the trial measurement tool was found to be .938, and the validity rate as a result of factor analysis was found to be 78,457%. The croanbah alpha reliability coefficient of the final measurement tool was found to be .894, and the validity rate as a result of factor analysis was 58.688%.
