Abstract (EN)

Development in communication technologies has influenced the process of globalization and wind of change began to blow in many areas of the world. This change has also affected the public administration, especially after the 1980s new public management approach has gained importance in the world. Mentality change in New Public Management have changed the organizational structure of both central and provincial extension, at he same time, the local governments have also been an important actor has led to significant changes.The aim of this study, introduced as a tool of participatory democracy to investigate the effectiveness of city councils in municipalities within the framework were an example of Samsun. The study focuses on the importance of local governments, mentioned the legal regulations of city councils. At the last chapter, the survey is implemented and members of the city councils, municipal councils structure, functioning and tried to determine their attitudes regarding the efficacy.Are thought to contribute to local governance, local participation in city councils did not take place at the desired level. City council members, local city councils in solving problems, not only in the role of the municipal councils wanted. The city councils, city councils take decisions independently of its own budget and have a positive effect on the work. As a result, in terms of city councils seem to be necessary to perform local governance.
