Ensuring efficiency flow in municipalities

Existing structures of municipalities; The study has been detailed and exemplified to a certain extent. However, while the universe of the study should cover three thousand municipalities in our country, a) Negativeness of the current conditions, b) Time constraint, c) Difficulties in accessing information, d) Due to the inconsistent approach of some Municipalities, it has been limited to two districts, one of which is i1 and the other is affiliated to the Metropolitan. Existing problems have been specifically tried to be identified. However; As the study progressed, it became difficult to fully detail all three municipalities studied. A thorough examination of the directorates in each municipality, varying between 20 and 35, limited our study universe for the second time. 1. Computer Systems and Management, 2. Machinery Supply-Maintenance Repair Department, 3. Water and Sewerage Directorate, could be examined. In addition, theoretical information is given about the existing institutional structures of the municipalities, their personnel and employment status, planning and information systems, educational functions and the participation of the private sector in local administrations. It has been a big problem to create a work flow and productivity analysis table in the examined directorates. For this reason, the unit units and flow table of the Machinery Supply Department were taken as a basis, instead, observational data and survey studies were summarized and presented. In our studies, it has been observed that the biggest problem in municipalities is the situation of the relevant and affiliated vice presidents and the wrong personnel employment policy. We can count wrong political staffing as a factor in this. The private sector must be included in some service-oriented units (Water and canal, cleaning, transportation, etc.) within the municipality structure. This situation brings with it competition, quality and cheapness. Municipalities' technological understanding is not just computers; electronic mechanics, work tools etc. in all units. should perceive the principle of minimum cost-maximum benefit as a basis. The attitudes and behaviors of the President, vice president, manager and department heads are effective in all kinds of problems in public relations. In order to regulate this attitude and behavior, training programs and performance analyzes should be done together and the problems should be tried to be solved immediately.
