Abstract (EN)

It is known that the importance attached to local administrations in both Turkey and the world has grown since the 80s. The growing popularity of local administrations has given way to the fact that certain contemporary services previously undertaken by central administrations or those never defined before should be assigned to local administrations. As a unit of local administration that reflects the public preference, municipalities have faced with the question as to how to carry out these services.The importance of municipalities given to municipalities is not only limited to their services has become a central subject of debate in many studies and discussions.It is known that municipalities in Turkey are not financially satisfied in Turkey. The study deals mainly with the revenue items of municipalities, whether a political attitude has been adopted by the central administration in the distribution of local revenues, and the fact that, in the fair distribution of local revenues the role of political concerns and political actors will harm financial autonomy.Within the framework of revenues, Çankaya municipality?s revenue items over a period of five years have been examined and analysed in minute detail. The study alsa emphasizes the importance of local administrations by comparing local taxes and shares obtained from the central administration and the changes that occurred in terms of revenue problems of Çankaya Municipality.
