The concept of information disorder and investigation of the world health organization in the context of infodemic management policies during the covid-19 process

The change in the production and distribution processes of information with globalization, with the effect of online media platforms, has caused false information to be circulated at an unprecedented level in history and societies have been left alone with a global information epidemic. The inadequacy of concepts such as manipulation, propaganda and fake news, which are used to describe false or out-of-context information in the information ecosystem, led to the introduction of the concept of information disorder by Clair Wardle. From this point of view, in the first part of the study, the concept of information disorder, which is believed to end the terminological uncertainty, will be analyzed in detail. In the study, which aims to strengthen the background of the conceptual framework by making a historical analysis of the origins of false information types, the conditions that paved the way for the emergence of the concept of information disorder will be discussed through current discussions. In the second part of the study, as a type of information disorder, Covid-19 and its infodemic problem will be focused. It is aimed to carry out a multi-faceted analysis through the steps taken towards infodemic, which is seen as at least as dangerous as the virus by the World Health Organization, and the trainings and conferences held within the WHO's information network for epidemics. In the last part of the study, the WHO 2020-2021 Strategic Preparedness and Response Plans, which have a key role in the formulation and implementation of all these policies, will be analyzed through the MAXQDA.20 program. Finally, the tables and code maps will be interpreted and analyzed in detail, and it will be focused on how the WHO's importance to the concept of information disorder has changed in this process and how this change affects the policies of combating infodemic.
