The effects of knowledge technologies on the public personnel administration in Turkey

Abstract (EN)

The concept of "technology" had been developed until today with the concept "civilization history", "economical history" and "science history". From the universal view, "the technology" had been the most important factor in transition process from agriculturel society to industrial society, especially for "knowledge society". On the other side, the concept of technology had been developed in such classification: At first analog, numerical and knowledge technology; then information, robot, space and biotechnology. Today's public administrations/public personnel administrations of the countries had been influenced by the knowledge technologies and follow up developments. It's clear that from the scientific and technological indicators of Turkey. It stated that, Turkey can not fallow this progressive process. It thought that, our country could be evaluated in the primary steps of the knowledge technology. In this study development plains, goverment programs, coalition protocols were examined, related to public personnel regime. It also examined the relationship between knowledge technology and public personnel administration. Besides that Turkey's technology/knowledge technology policy, the effects of knowledge technology on the public personnel administration functions and management science and technics were explored. The model of "The effects of knowledge technology on the public personnel administration in Turkey had been developed in this study. The field research and the survey were carried out the test the developed model. The statistical analysies were used in evaluation of the model and its hypothesies. In the other words, this study emphasize on the vital importance and the necessity of knowledge technology and even robot technology practices in globalization process for the countries public administrations and their personnel administration policies. It also stated that the necessity of new national knowledge technology policy and its implications are considerable requirement of the public administration reform for Turkey. This approach to the subject of knowledge technology, also meets the EL) adaptation process requirements. At these subjects, time and apportunities had became less rapidly. It must attract attention to this subjects.
