Policy chances in in-service training for public education managers in the information society process

Abstract (EN)

Changes in the Information society have influenced the managerial structure of institutions and organizations as in every sphere of life. In this age, manager qualifications are quite different from the ones in the past. In a social structure which perpetual changes and developments occur, adaptation of managers to these subjects would become more of an issue. In-service training is a must for managers to make themselves adapt to rapid changes and increase the performance of the institutions and organizations they take in charge. In this thesis, first of all, the issues of the characteristics of the information society, how management and in-service training are affected and why and how a policy can be followed in relation to in-service training for managers in the information society have been evaluated and a study has been carried out for this purpose. The aim of this study is to determine the ideas of managers working in public education institutions in Kocaeli province on in-service training strategy. It is expected that the data obtained through the research conducted for this purpose will increase the effectiveness of the in-service training programs of the Ministry of National Education and contribute to the policies and strategies that will be prepared in order to determine an effective vision for the future. The scope of the study is composed of managers who have participated in in-service trainings in public education institutions in Kocaeli. In the study, a qualitative approach was adopted. In the study group consisting of 24 school principals in the province of Kocaeli in 2018-2019 academic year, maximum diversity sampling was used. Within the scope of maximum diversity sampling, 2 school directors who received at least one local and central in-service training were randomly selected from each of the 12 districts in Kocaeli province. Moreover, it was ensured that the education managers in the study group were equal number (6 managers) from Kindergarten, Primary, Secondary and High Schools. The data obtained from the research were reported by the researcher with content analysis method. In order to ensure success in planning in-service training, needs analysis; importance of place and time planning; number of places; diversity and content in the content affected the planning process.
