A comparative analysis for science and arts centers and determining standards

Science and Arts Centers sustain the gifted and talentededucation in Turkey. The standards were based on three countries-The United States of America, Israel and England- which got succeed in gifted and talented education. Considering structure and operation of Science and Arts Centers, the standards in analysed sample countries are forseen to be applied. The main aim of this research is to find answer to the question formulated as "What are the principal, teacher competencies and instructional objective standards for Science and Arts Centers in Turkey based on gifted and talented education system in The USA, England and Israel ?". The content analysis, document analysis and literature review methods in qualitative research methods were used in the research. The participants in study group were defined according to purposeful sampling method. Some of the significant results are as follows: The participants in the study group had positive approaches towards practicability and providing equality and quality of the determined standards in Science and Arts Centers. According to the opinions of the participants in the study group, the determined standards have important contributions with regards to clarifying the job definion and competencies of principals and teachers in Science and Arts Centers, dissappearing theory-practice contradiction and effecting educational and managerial applications positively. Following suggestions based on the research conclusions were made for organising seminars and in-service trainings for the principals and teachers of the Science and Arts Centers for obtaining the standards; providing periodical inspection and controls, doing longitudinal research on the quality of education at Science and Arts Centers.
