Abstract (EN)

The time period between the beginnings of the 20th century to today, can be taught as revolutionary years in history from now. During that years, humanity made a lot of attempt to jump about how can humans live in better conditions and how can the existing energy can be used better, and dreamed about how can we perform better attempts. The invention of industrial concrete, politics about the population, the thinking methods about the production and many other progress like it lead the philosophy of housing projects a lot further. However if there is an idea called "building gathering" exist, it had to be tried repeatedly for a long time. The core of the problem was about the subjects of human, city, industry, transportation etc. and modern architects of 20th century looking forward to answer of these questions. But the World has limited sources and the reaching part of the target must be analysed as a mathematical problem and used methods to reach that target must be classified as common patterns. These patterns can be exampled like; the building systems, building sub-systems, the performance approach to understand the building etc. And the main point of these patterns was to understand the building itself. Among this, the approach used in the process of making buildings is also methodized. Today we know the possible performances of a specified power, contractor or a momentum canpossibly do in a specified time, and we can also simulate it beforehand. Inside this tremendous motion, Istanbul has a special place in architecture. The historical administrational buildings from middle ages, historical financial and transportation buildings, the industrial attempts, and single housing examples affect the tissue of the Istanbul from different time segments. Until the begging of the global thoughts and rapid financial movements around the world, Istanbul has its own rhythm. Unlike Turkey and other countries which missed the industrial revolution, the European countries tried to solve the problems of rapid population grow and changing the rhythm of the people lives in modern ways. This problem should not be taken as just accommodating a specified population. The core of the problem was about what should happen to people's life when humanity mechanized and the performance of a single human is multiplied. The answer of the question for Istanbul leads us smaller and complex solution particles rather than a solid solution. The lives that linked with Istanbul in time, their demands and the politics that presented as solutions; lead us the core of the today's Istanbul. The people live in that time surely find a solution about their basic needs of live. But in that time segment, the core of the solution was not about to build quality housing projects, it was about to design the hidden lines like land borders, transportation lines, social borders etc. The idea of attempt the regeneration of building stock in the main neighbourhoods like; Beşiktaş, Bakırköy, Beylikdüzü, Kadıköy, Ümraniye, Esenler etc. which scaled as singular cities in Istanbul, must about to prepare these neighbourhoods to upcoming era, rather than just demolish and making new building for avoid the harms of earthquake. And thus can be only done with a good management of all processes. In the beginning of the 21th century, from the scope of the regeneration of building stock, Istanbul has changed rapidly and the city become a big construction site. The main reason of it was to rebuild the old and risky building to avoid harms of the earthquakes. But renovation the stock must be thought as an opportunity to achieve higher purposes and developing ideas about the process must be thought. The new environment that set today will bring new results in terms of social conditions, the growth of population in centre of the city, the raise of building density in the city, raising the unit per square meter prices etc. In such terms, the reactions of local authorities and major political decision mechanisms is really important. In the thesis project, the moves taken for the regeneration of the building stock in exampled neighbourhoods are analysed. The buildings made today are seen as not changed for a long period of time. The regeneration inside the central nodes of Istanbul must be done with a strong future planning. This planning should answer the questions about the waste management, the heating energy management, parking management etc. and also come up with high quality buildings. In the scope of thesis project, the processes while gathering a building is classified under different titles. Inside these titles, the question of how can a quality building can be gathered are tried to answer. The knowledge and the approved protocols across the world is been scanned and gathered information is compiled to get refined answers. However, the existing process to gather the buildings in the scope of regeneration, has so many local properties and can be thought as unique process for Istanbul. In the part field work, some of the different neighbourhoods from Istanbul has been chosen and investigated. The part comes after the field work includes singular building projects and covers all the processes of the making building from demolish to reuse. The process been kept in making buildings is as important as the outcome itself. In this work; the participants of processes like local authorities, land owners, contractors, the project makers and all the responsibilities of each participant is also observed. The outcome of the thesis is been thought as a guide to participants to concerned ones and an ideal building process tried to find in today's time segment for Istanbul. The life cycle of these buildings are organized in three topics; planning phase, design phase and making phase. The usage phase of the projects are thought as an huge topic and left out in the scope of the thesis. The planning phase of a building is about the core thoughts in that projects which affected by the regulations and the actors of the market. But the main subject of the market is interest. The main subject of the regulations must be about to develop the peoples life in a better way while also making profit for the market. The steps taken for changing an environment cannot be succeed by making the building than put a waste organizer trash bin in front of it. The change must be start with human minds. Another point is, if there is people available in some environment and if there is an attempt exists to change that environment, people must be thought of the tools for that change and must be organized around a thought to make actions. When we look the building laws in 2010's Turkey we can consider them they were similar to each other and organized in a main subject; interest. The city may be seem full of good opportunities but without a future planning and scenarios of life, it will suddenly become a concrete jungle. The regulations must be prepare for the answers of the long term questions and a couple of reference project which made by these regulation can start an effect of change. The design phase of the projects is a big subject of discussion in construction industry. The design phases are bordered by the steps taken in planning phases. Despite that planning phase and design phase of the projects are developed in harmony together. We cannot strictly separate the one from another because there is a huge combination of decisions taken through planning and design phases. Whether the decision can be effect the outcomes else the dedicated outcome can shape the decisions. Design and planning is such complex mechanisms that hard to track them, so in this work the possible outcomes of this tracks are focused more. Since the laws and regulations are adapted to this process, we must understand the dynamics of the urban laws and thinking ways of local authorities. There is several algorithms are dedicated for different class of lands but applying the same solution to the relevant or not relevant buildings from different streets of different city parts and wishing the same outcomes is not very logical. The regulations made by laws must be part of the solutions of subjects like; disable accesses, waste management, organizing the silhouette in the city and etc. Since the society, needs and the wishes of the house projects and urban lives are changing so rapidly, it is impossible for laws to catch the movement. Urban regulations about buildings must have the flexibility to encourage the creativity of the people. And also freedom of the architects must not be strictly regulated by regulations because it creates a common mistake loops in long term. Because of the profitability in construction industry in Turkey, many not corporate stakeholders which never been in construction industry is involving in market as contractors. It is not a bad thing in terms of economics. But construction industry is all about to make buildings which will serve directly to the people and the know-how about buildings and building making methods must be realized by these stakeholders before they enter the industry. Otherwise the outcomes of these attempts will have bad effects for public, because construction industry is a huge subject which involves pouring a calculated concrete to make risk manageable contracts. Construction industry needs professionals because timing is a crucial fact in this business. The advantages of some subject can turn a total disadvantage suddenly. In order to understand the scope we have to understand the international aspects of the project delivery methods. Project delivery methods are derived with various examples throughout the world and really interesting subjects to deliver the projects. As long as the common behaviours of the subject are understood better, the decisions will become more accurate. With all these considered, making a common mind to build qualified buildings in Turkey in its own market will take long term time periods. The mission of the architects must be about to observe the current situation and make better offers for the sake of public health.
