Effectiveness analysis of energy efficiency in buildings

Abstract (EN)

Sustainable development that emerged as a solution in consequence of environmental problems and concerns in the beginning has steered country's policies by bringing social and economic development with the environment into its focus later. With sustainable development that strikes a balance between social, financial and ecological sustainability, while the environment is protected by consuming scarce natural resources more efficiently and using energy resources and technologies that pollute the world less and emit greenhouse gases less, the socio-economic development is also achieved by supplying reliable and sustainable energy. Meanwhile, the energy is at the center of sustainable development as a strategic element and indicator. The demand for the energy, which also has a key role in axis of the environment axis, has grown in parallel with economic growth, increase in welfare level, population, industrialization and urbanization and this case has made energy saving and energy efficiency in sectors such as industry, building, transportation and electricity necessary at the point of ensuring sustainability in the World, especially in developing countries that are dependent on energy such as Turkey. Considering that approximately one in nine of the total greenhouse gas in Turkey arise from buildings, about a quarter of the energy is consumed in buildings and energy saving potential of approximately 2.25 billion TL in buildings exists, the buildings are the leading issues to be addressed. In this study, within the scope of building energy efficiency, the effect of Energy Identification Certificate (EIC) in Turkey on residential energy efficiency was investigated in axis of sustainability by determining energy and environmental performances of provinces. For this purpose, four models were created for the period of 2015-2017 based on the relevant energy and environmental indicators of 81 provinces. These models are EIC classification efficiency, EIC use efficiency, greenhouse gas efficiency 1 and greenhouse gas efficiency 2. In the study, Data Envelopment Analysis, Malmquist Total Factor Productivity Index and Super Efficiency model were benefited for static and dynamic analysis and EMS 1.3 and DEAP 2.1 programmes were used. In the analysis, efficient and province inefficient provinces and regions were identified on the basis of the model, the provinces were ranked according to their efficiency scores, the provinces that should be taken as reference for inefficient provinces to be effective and the provinces' target values were revealed. In addition, Malmquist productivity index scores of 81 provinces and Turkey were calculated. In conclusion, the results obtained from the study were evaluated at micro and macro scale and the suggestions were made to increase the effectiveness of the Energy Identity Certificate application in energy efficiency.
