Abstract (EN)

At time of a disaster, two important factors which are time and existing sources have to be managed well. If time and source management are planned well, minimum damage can be achieved. In order to manage time and existing sources, decision-makers need information which composes of the data such as type of the disaster, occurrence time, location, effect area and the number of lives. The time that decision-makers can reach the information, the amount of that information and the time for updating it determine the effect of the solution. Rescue works contains many elements in itself. The communication technology for the use of interchanging the information between these elements and the quality of the information are playing an important role on rescue works. Gathering the data at the time of a disaster, obtainment and use of data by decision-makers and rescue teams, technological capabilities shall be benefit. In the scope of this thesis, production of an alternative method instead of GNSS which are not benefitable for indoor activities efficiently with the help of developing technology. For that reason, it is researched if smart phones and their sensors which are spreaded rapidly can be used for that purpose. According to the applied test and accuracy controls, it has been seen that floor change can be determined with the use of sensors in smart phones. However, some external factors need to be eliminated while using smart phones for these purposes. Detection of change in floor are obtained from analysis that has been performed pursuant to air pressure changes calculated as per the measurements of the sensors of smart phones. An application which can detect the floor change has been developed using the results of the analysis and mobile sensors. By means of this developed application, floor change can be calculated and shared. Sensor accuracy tests and usability of sensors are pointed out while it is explained what kind of external factors exist and how to eliminate them. External factors effecting sensor values are eliminated by using time series analysis with the algorithm recommended within this study that is developed as the application of android-based application software. Owing to the developed application, floor information with high accuracy for indoor spaces can be produced and vertical movement of an end-user in a building can be inspected. To be able to use the application at the time of an emergency like a disaster, A GeoSMS infrastructure has been advanced for the reason to spread the information obtained from the application to the rescue teams. Thus, the information of a person's 3D position for indoor and outdoor can be shared. With this application, first aiders/emergency rescue teams can react rapidly and more people can reach to help within a short time frame. This system can especially be utilized for disasters such as flood or fire as well as earthquakes and natural or man-made disasters like mine accidents.
