Record processing, which is explained in doctrine with concepts such as staff evaluation, government officer evaluation and success evaluation, can be defined as an accurate and executable administrative action through which the administration uses its discretionary power intensively, and which aims increasing both the personnel?s contribution to the organization and the benefits they get from the organization, enhancing communication between the registry chiefs and staff and measuring to what degree the personnel can achieve the tasks given.While record processing forms a basis for advancing personnel, determining their wages, manifesting their success, disemploying them, altering their assigned positions and conceiving their necessities of training; it is also thought to be a means of increasing the efficiency and activity of the administration. In order for record processing to realize these functions, it must be carried out objectively and neutrally, with the intent of evaluating the personnel?s degree of fulfilling their duties rather than their personal characteristics, and based on the principle of clarity rather than confidentiality.In executing staff recording, which is an accurate and executable administrative action through which the administration uses its discretionary power intensively, certain administrative procedure principles must be adapted. We can list these principles as; the principle of justification, the principle of clarity, the right of knowledge acquisition, the principle of registry reports being issued by the chief closes to the personnel, the principle of application routes being demonstrated and them being valid, reliable and objective.Keywords1.
