Abstract (EN)

In this thesis study, public diplomacy and TCCA as a public diplomacy institution are discussed. At the present time, development assistance mentioned in public diplomacy practice methods is accepted as one of the countries' soft power instruments. Accordingly, the thesis focuses primarily on public diplomacy, soft power, development assistance and the link between these three concepts. Subsequently, the evolution processes of soft power and Turkish public diplomacy is emphasized after the Cold War. Finally, Turkey's official development assistance agency and public diplomacy institution TCCA's process of establishment, administrative structure, activities and their role on Turkish public diplomacy are examined. The effects of TCCA to Turkish public diplomacy and activities for specific regions are introduce through example countries. As a result of the study, it was concluded that TCCA contributed positively to Turkish public diplomacy by means of foreign aid. Throughout the study, the literature review, quantitative data analysis method and descriptive method were used.
