Institutional capacity development as a public policy: The case of Turkish court of accounts

Policy-making process is influenced by many factors. International organizations are one of these factors in this process. The factors efficient in public policy making process both on underdeveloped or undeveloped countries, have similar influences on Turkey's public policy making process, as well. International organizations apply these operations with various projects. The project implemented at the last point is called institutional capacity development. This study analyzes the operations of institutional capacity development processes within the framework of public policy. The study also tests the applicability of institutional capacity developmenting terms of public policy. Accordingly, first the concept of public policy is defined, and then the concept of institutional capacity development is explained. In order to examine the efficiency of institutional capacity development activities, which were held in Turkish Court of Accounts and tested the hypotheses, the questionnaire was administrated to 421 working members of Court of Accounts. Consequently, it is concluded that the institutional capacity development activities need to be carried out by the organization's own resources. It is also concluded that these activities are useful to increase the capacity of organizations and applicable projects in terms of public policy.
