Rapidly growing urbanization due to the Industrial Revolution and population growth has separated human life from traditional life and directed it to a different life. These different living conditions have consecrated the phenomenon of transforming nature and continuous growth. The importance of environmental problems and climate change has been realized, especially with the countries at the center of the industrial revolution facing these problems. Especially during the last thirty years, efforts have been continuing to establish common global policies for combatting the climate change problem through conferences and negotiations at the international level. In this study, environmental and climate change policies process, institutional formation and public policy making efforts of Türkiye were evaluated. Within the scope of the study, the national institutional structuring and developments related to climate change, which takes about the last twenty years, were tried to be explained in a chronological manner. In addition, the public policy method, actors, relations between actors, Türkiye's institutional structuring process, and the participation of the public in the process of public policy making process and climate change institutional documents were examined. In order to compare the studies of the world and Türkiye on climate change with each other, the greenhouse gas emissions and contributions of five important sectors in four developed countries, which have historical responsibility for global warming in four continents, and their contributions to global warming have been analyzed. In this context, it has been examined that the amount and rates of emissions from 1990 to the present in four important sectors in Türkiye. In addition, projections of sector-specific climate indices covering the current situation from the past to the present and the period until the end of the century have been produced in order to form a basis for sectoral climate change mitigation and adaptation studies. According to the obtained results within the scope of the study, it has been observed that Türkiye has parallel indicators with the world regarding the scientific reality of climate change. It has been determined that Türkiye's policy development efforts on climate change have been adapted to international processes by highlighting the common but differentiated position. In addition, it has been observed that the policy-making process on climate change in Türkiye has gained an increasing momentum. This study is a large-scale resource that deals with the development process and Türkiye's institutional structuring from past to present in the axis of global climate change policies.
