An evaluation of Iran-China relations within the framework of neoclassic realism in the context of "The one belt and one road project" and the "Comprehensive strategic partnership agreement"

Abstract (EN)

The research is planned to examine the relations between China, which has attracted the attention of the whole World with the rapid growth rates of its economy in the last two decades, and Iran, which is struggling with the USA (United States of America) and BMGK (United Nations Security Council) sanctions, in the context of ''One Belt One Road Project'' (OBORP) and 25 years CSPA. As a theoretical approach, Neoclassical realism has been chosen to examine both international and local effects. In the research, the content of OBORP and CSPA, its meaning for China and Iran, the reasons that led these countries to this initiative and agreement, and the effects of OBORP and CSPA on these two countries and the international system were evaluated. In the research, the theoretical approach is discussed in the second part after the introduction. In the third chapter, the general principles of Chinese and Iranian foreign policies and China-Iran relations are discussed over historical and specific issues. In the fourth chapter, OBORP and in the fifth chapter, KSOA are examined. In the sixth chapter, OBORP and KSOA are discussed and evaluated in terms of neoclassical realism. In the last part, a general evaluation was made. It is understood that the main factors that led China to initiate the OBORP are China's increasing energy requirement, energy security and the search for new markets where the increased production will be marketed. When evaluated in terms of Iran, OBORP means the source of finance for the energy and transportation infrastructure investments needed for Iran. In addition, Iran wants to use its connections with China to get out of international isolation. In the research, it is evaluated that the OBORP and CSPA will benefit China more than Iran, and that Iran has no choice but to go to such an agreement within the framework of the "Look East" vision. Inaddition, it has been concluded that China will try to implement this agreement without confronting the international system, while Iran is trying to take China with it to balance the US with the agreement. As a result, it is understood that the future of CSPA is closely tied to China's relations with the USA and Iran's relations with the USA. With this research, neoclassical realism was examined in the context of "One Belt One Road Project" and "Comprehensive Strategic Partnership Agreement". It has been concluded that the international system and the balance of power have turned into foreign policy outcomes such as OBORP and CSPA by interacting with the economic needs of China and Iran.
