Abstract (EN)
One of the books which is considered great in the formation and development of administration science and formation of turkish administration tradition. Kutadgu bilig which is regarded as one of his most significant work as a siyasetnameh, explained different phases and development periods of Turkish state administration. The advice to the directors, their importance in the history and effects have been examined in this study.In this context, in the first chapter of the study, the development of turkish state period up to now has been examined, in the following two parts the place of kutadgu bilig and its impact on that period has been tried to assess. How much kutadgu bilig has been effective in turkish state administration period, how its social importance has been understood and ho much the advice for the leaders ahve been influential have been tried to explain.Key words: Kutadgu Bilig, Yusuf Has Hacip, Siyasetnameh, State, Administration,
