Özet (EN)
Being used the right to education equally by everybody is quite important. Disadvantageous people or groups should also get an even break as everybody and take advantage of education which is one of the fundamental rights. However, it is seen that the disadvantageous people or groups are confronted with problems while taking advantage of the right to education and they are not able to take an education service enough. Education will have an important role in gaining independence of disabled who are regarded as disadvantageous in terms of protecting and using their rights, and in providing their development which enables them to participate in every field of communal living. It is obligatory that such an important education, supports this service with policies the government did and will do, to be provided equally to everybody. The extent of education, which countries budget for, should be in an orderly manner enabling citizenry to benefit. Considering the situation of disabled in this order, it is seen that their education levels are generally low. Also, in our country, it is seen that disabled are not able to take advantage of the right to education, which is one of the basic rights, sufficiently. It is indicated in Turkey Disabled Survey that 6% of disabled population have never taken an education and 36,3% of them are illiterate. Besides, the rate of being illiterate of disabled is a lot more than the rate of being illiterate of the general population. This proves that the people with disabled are not able to take advantage of education opportunities sufficiently.
