An analysis of the sugar agency experience as an application of governance

Economic, political and social developments along with the influences of globalisation led to changes in the structure of the Turkish public administration in the post 1980 period. Neo-liberal policies such as privatisation, localisation and total quality management were used as instruments of restructuring of public administration. Two approaches known as New Public Management and governance dominated the restructuring process. New agencies were added to the existing administrative organisation during this process. Independent regulatory agencies were thus established, and undertook important functions in the application of governance.In this study, the transformation of Sugar Agency which was established as an independent regulatory agency was examined within the context of agricultural reform. Sugar Agency was treated both structurally and functionally, and its role in the liberalization of sugar industry was discussed. The process of abolition of Sugar Agency was analyzed as an application of governance.Key Words: Governance, independent regulatory agencies, agricultural reform, Sugar Agency.
