Abstract (EN)

Educated investors are one of the key elements for effectively and efficiently running financial markets. Advancing communication techniques and rapid propagation of information have led to the improvement and variation of financial markets and instruments. "Educated investors" play one of the most important roles in enabling financial markets, which have become more complicated due to the above-mentioned developments, to run in a sound and stable manner. The opinion held by many financial authorities across the world that global crises basically result from "financial ignorance" reinforces this thesis, too. The present study investigated the scope, importance, and effects of the concepts of "financial literacy" and "financial education" in individual, national, and global terms. The efforts in Turkey were examined within the framework of the activities of international and national institutions and organizations (OECD in particular) on this subject. In this way, an attempt was made to determine what is done and what should be done in this matter. Keywords: Financial education, investor education, financial literacy.
