Abstract (EN)
In this study; to present the reasons lying behind the maritime piracy; to examine the points of view, notably of the USA, other countries and Turkey, to the problem within the scope of international struggle; to analyse, by determining the gaps in the struggle, whether martial precautions alone are enough or not and; to make suggestions to increase the efficiency in the struggle are aimed.Within the scope of this study, maritime piracy has been defined conceptually. Also, the reasons of maritime piracy, piracy prone areas and its impact areas have been examined. Furthermore, the struggle against maritime piracy has been analysed within the concept of international law, and the gaps in the struggle have been determined by presenting safety and security cautions that are taken in international scale. Lastly, the role of Turkey in the struggle has been discussed.The method used in this study is analysing books, articles, reports, news, magazines, and electronic sources.As a result of the study, it has been concluded that, for the struggle against maritime piracy, existence of foreign states in the maritime area with their naval forces according to their own benefits alone is not enough; and for efficient struggle, in the countries prone to piracy, it is also needed to fill the gaps in judicial background as well as providing political stability and economic development.
