Abstract (EN)
There is no doubt that global civilizations are the result of the cross-fertilization of nations in their political, administrative and economic systems and their social and cultural life, as all nations of the earth have contributed to varying degrees in building human civilizations in general, since Muslims are part of the global community, the Islamic civilization, like other civilizations, had to be affected They are affected by previous human civilizations in general, so that humanity became one of its most prominent characteristics, as the Islamic civilization began to interact with other civilizations, and borrow from its various civilization features, since the Islamic state ruled different races, and the diversity of civilizations had to be affected by the culture of other peoples . The Islamic civilization was founded on the principle of give-and-take, and it was a human civilization before it was an Islamic civilization, so it preserved the heritage of other civilizations, and provided the means of transferring the Persian and Byzantine heritage to the modern world, and the Muslims did not content themselves with quoting, but rather developed all systems and sciences in a manner consistent with the spirit of Sharia The Islamic woman that is always looking for progress and development wherever she is. The Arabs in the Arabian Peninsula before the establishment of the Islamic State did not know the organization and administration in its administrative and political V concept, that the establishment of the Islamic state by the Prophet, may God's prayers and peace be upon him, was the first building block of the administrative system that lasted more than thirteen centuries, but this system when it was established was a primitive system commensurate with With the political and administrative data at the time, then this system began to develop according to the requirements of the general interest of the Islamic community, as it began to develop during the time of Caliph omar bin Al-khattâb, until it reached the height of its development and the climax of its prosperity in the Umayyad era. Islamism, especially as they came into contact with civilized peoples, and were affected by the political and administrative systems that prevailed among the Persians and the Romans. Where he began to be influenced by the Sâsânîan and Byzantine systems during the reign of Muawiya bin Abi Sufyan to take on the splendor and luxury in power, and he invented and borrowed a lot from the Sâsânîan and Byzantine state systems, and he was the first to assume the function of guardian, sword and hijab and make the rule authoritarian in the Islamic state when he introduced the regime of the mandate of the Covenant and around the caliphate To a hereditary king, and the administrative influences of the Persians and Byzantines continued until the end of the Umayyad state. The influence of Muslims with the Sassanid and Byzantine civilizations was not limited to the administrative systems and the borrowing of the bureaus only, but also to social and cultural life, and its cultural influence may be more in the third and fourth Hijri periods.
