Assessment of the apartments built between 1946-1966 in Europe sides of Bosphorus in terms of conservation priorities

The aim of this thesis is doing a description of the characteristics of the apartment buildings built between 1946-1966 and making an assessment in terms of conservation priorities. European coast of the Bosphorus, where survived numerous of the apartments because of the plan terms available from 1983, was selected as the study area. The analyzed period interval is 1946, which is the preparatory phase of the legal process that allows the property division and 1966, that formalized the ownership application. This time interval is also important in terms of developments in the economic, political, socio-cultural fields in Turkey. In the first part of the study, review of the literature, the purpose and hypothesis of the thesis took place. In the second part, books, magazines, information obtained from the archives and documents describing the period were evaluated in order to understand the architecture and production processes of the apartments. Factors affecting the process of emergence of the apartments in Istanbul are discussed. Thus, the process of "creation of apartments" after 1946 was examined in the context of social, socio-cultural, economic and technological data for describing their properties. The construction process of apartments on the European Coast of Bosphorus has also been described in this section. In the third part, architectural and structural features of the apartments are defined by being based on old photographs, on research of the same period buildings, on observations made in the apartments and on the project information obtained from the archives. It has been investigated 19th and 20th century architectural thinking environment in Europe and according of this the architectural styles with changing residential architecture in Turkey. 190 apartment that identified by studies carried out in the European Coast of Bosporus has been documented in Annex-A by a second skin consisting of inventory. In the fourth part, the features of apartments that provide to be treated as objects of protection are defined in the framework of the existing conservation values. For this purpose, the historical process of the defined values and conservation approach for the architecture of this period in Europe and Turkey were investigated. In the fifth part, preservation circumstances emerged as a decisive situation for the election of the apartment as a cultural asset. In this context, the relationship between the conservation values, restoration decisions and authenticity were described. Changes and degradation with their reasons observed in the apartments are described in this section under the title of conservation issues to put out a better solution to the problem of the thesis. In conclusion and recommendations part, the number of 190 apartments was reduced to 17 by screening and random selection method. A "building point" was obtained for each of the selected 17apartments according to the authenticity of their special values. A "conservation priorities" list was prepared for apartments according to their "building points". This thesis has been completed by creating a flowchart to help the identification of conservation priorities for apartments built in Turkey.
