Abstract (EN)
Wage is a system that has social, economic and legal effects. There are different perspectives and policies in determining this system. While determining the wage base, which is defined as the minimum wage, different minimum wage models have been applied, taking into account the dynamics of countries, regions and the market. There are minimum wage systems that find different application areas. National minimum wage system, occupational minimum wage system, regional-based systems, industry and sectoral applications were examined. The properties of these systems and the application methods of the countries were examined. The regional minimum wage is defined as the minimum wage system determined by taking into account regional and social cost differences. The effects of the regional minimum wage on regional development policies, employment and labor markets have been examined through different theoretical approaches. In order to determine the regional development differences in our country, geographical differences, economic differences and social differences were examined. The concept of development and the importance of regional development agencies in eliminating regional development differences are mentioned. The duties, historical processes, practices and effects of regional development agencies in the world and in Turkey are examined. The Covid-19 Pandemic situation, which affects the world economy in a global sense, has had negative effects on different labor lines in different sectors. In this process, unemployment allowance, cash wage support, short-time working allowance etc. Employees working in underserved sectors such as These allowances are determined according to the current minimum wage rate. In the pandemic process of the USA, which applies the regional minimum wage model, regional aid allowances are mentioned. In our country, an application covering 26 provinces as 6 regions in 1969-1972, was applied in 57 provinces determined as 4 regions in 1972-1974. In this context, the countries that apply regional minimum wages such as Japan, Vietnam, China, Philippines, USA, Canada, Mexico, India, Indonesia have been examined and discussed in terms of their applicability in our country. In this study, it is aimed to examine the regional minimum wage application by making theoretical and literature studies on the changes, effects and practices of employees, employers and social policy makers in wage systems in different periods.
