viiiSUMMARYAfter the Cold War, security considerations has changed parallel with thetransformation of the threat concept. Transformation of the threat concept has been reflectedto security politics as well and regional security has taken the place of collective securityperspicacity.The transition to regional security concept has reqired that prejudices be put aside. Inour age, we witness the enterprises of cooperation in a regional scale of the communitieswhich had been struggling for many years.Because of the same impact zone, Turkey and Russia has battled for dominance ofthese regions for ages. During administration of Ottomans and the Czardom, Turks andRussians strove for Balkans and Caucasus. After the foundation of the Russian Federation,Ankara and Moscow, partially in Balkans but usually in Inner Asia and Caucasus, struggled tobroaden their influences. Turkey's and Russia's mutual distance arising from sharing the sameimpact zone and security regions have affected these regions' fate negatively.Thus the study has searched whether they can carry out a cooperation in Balkans,Caucasus, Inner Asia, Middle East.In the research entitled "Regional Security; Turkey and Russia Cooperation" Turkeyand Russia's economic and political relations with regional and global actors has been dealtwith in axis of the Inner Asia-Caucasus, the Middle East and the Balkans. In the researchwhile affairs in these areas involved are examined, contingency of cooperation has beenquestioned.The research has concluded that Turkey and Russia can realize economic andpolitical cooperation regarding their regions. Moreover, it has been concluded that a Turkish-Russian cooperation can be positive both for Russia, the most important country providingenergy for Europe and trying to keep its relations with E.U. in a high level and Turkey,aiming at being a member of the E.U.Ending the conflicts of interest of these two regional agents, which influence theregions of the Middle East, the Balkans and the Caucasus, will be an important step to thestabilization of mentioned areas.
