Abstract (EN)

There have been some changes in the importance and role of OIZs in regional development in the period from the 1960s when OIZs were first established in our country to the present day. As the governance systems in OIZs were insufficient in the regional development, governance system has emerged with the aim of strengthening the management structure. Governance is mostly aimed at the participation of people from a wide variety of sectors such as state, private sector, people, NGOs, etc. in mutual communication and interaction, thus envisioning a multi-actor management structure. With this study, studies have been carried out on the applicability of a new structure from the traditional management approach of OIZs to the concept of governance in line with the changes in the regional development policies of our country. In this direction, researches have been conducted on regional development policies in the World and in Turkey, and their effects of changes on OIZs, and governance. In addition, a questionnaire study was applied to 139 OIZ regional directors from 249 OIZs operating under the Ministry of Industry and Technology, covering each province, using the judicial sampling method. As a result of the literature review and field studies, suggestions were made for the governance structure of OIZs. With this governance structure, it has been seen that there is a need for changes that will increase the effectiveness of the OIZs in the management system, and the Good Governance Model structure has been proposed. Good Governance Model proposal, a system in which there is interaction instead of a hierarchical system, the existence of a cohesiveness instead of a mutual conflict, a horizontal relationship instead of a vertical relationship, and a multi-actor administration in interaction instead of a single-player management system is designed. This governance system is a more transparent, participatory, collaborative, supervised model developed in line with the principle of effectiveness and efficiency. With Good Governance Model in OIZs, it will be ensured that the authorities and responsibilities are distributed to different actors and the management is carried out under one roof.
