Abstract (EN)

In this thesis, an original method and comprehensive application guide are presented for enhancing the resilience of regional and urban mobility networks against disasters. The study is developing for the first time a "Methodology and Example Application of Sustainable, Smart, and Disaster-Resilient Poly-Urban Mobility Planning" for Turkish cities. The aim of the study is to achieve a sustainable, smart, and disaster-resilient poly-urban mobility network with the main goal of making cities more resilient. With each disaster, the most debated issue is the congestion or complete closure of urban mobility networks, leading to either the inability to enter or delayed entry into disaster and emergency areas. This situation results in significant material and spiritual losses at both regional and urban scales. When a general assessment is made for Turkey, it is understood that without achieving a resilient poly-urban mobility network that focuses comprehensively on sustainability and smartness, resilient cities and regions cannot be discussed. This study aims to provide an original perspective on increasing the resilience of urban spaces through regional and urban mobility networks, and to guide spatial planning practitioners both domestically and internationally. To achieve this goal, the study has developed "Example Application and Policy Set for Sustainable, Smart, and Disaster-Resilient Poly-Urban Mobility Planning" that bring together resilience solutions. The example application developed for Antalya is called the "Poly-2Ⓢ2RⓊⓂⓅ Example Application."
