Public order in Bolu (1912-1918)

The state order was damaged and dissolution reached the extreme stage at the beginning of the XX. Century and it caused many wars on Ottoman territories. With the outbreak of the Balkan wars, troops began to be taken from Anatolia to the army. Mobilization orders, due to war, caused decline in the rural and urban population was also reflected in production and economy, and put commercial activities into an economic distress. Appearing of economic problems brought security problems, hunger, and poverty encouraged people to commit crimes. The state has failed to provide life and property safety, which is one of its main duties. The security measures that had taken and the changes made to the managerial staff did not yield any results. During the depression period, which is also composed the extent of the study; there was an increase in various crimes such as seizure, rape, murder, and jailbreak, which is without ethnic discrimination. This study aims to explain the reflections of the crimes that occur due to the authority gap in social life and the cause and effect relationship between them and examines small section of Ottoman history in the Bolu Sandjak.
