The state government in Steppe tribe (From the beginning to the end of the Uygur Period)

The subject of this study is "State Administration in the Steppe Tribes". The steppe tribes meant the Turkic tribes of Central Asian origin from the beginning until the end of the Uighur Period. Within the framework of this name, the study consists of ten chapters. In the introduction part of the study, the subject, purpose, importance, and theoretical framework of the thesis are emphasized and the steppe geography, culture and briefly the state structuring of the Turks are mentioned. In the ancient Turks, the state structure built on four basic elements was in the nature of unchangeable provisions. These elements, which appeared as "people", "freedom", "country" and "law", could not be considered separately from each other. One of the most important elements is the community formed by the union of tribes. This community appears as "the people". Again, one of the important and indispensable elements is "independence". Of course, an absolute state structure is required to speak of the concept of independence. The principle of population and independence only gains meaning by establishing and owning this area on a certain area. It completes the state organization in this area called "country". At the same time, the state was governed according to the provisions of "custom", which serve as a law in order to ensure the order of the community and to reveal social cohesion. These communities use this mechanism called custom; They have built on the principles of equality, justice and humanity, and these principles have secured the rights and freedoms of the individuals who make up the people. The Turks, who reached the awareness of the state early and attached great importance to the state organization, have attracted attention with their peaceful approach in their understanding of sovereignty throughout history. The fact that they do not adopt the colonial understanding in the wide geographies they have spread, and their understanding of sovereignty and their attitude that does not give up the divine foundations that are the source of sovereignty carry them to a different place in the World History. It should be noted that the institution and structure created with these principles and understandings before Islam has revealed the Turkish political identity that will be followed for thousands of years.
