Özet (EN)

This paper tries to explain the effects of Romanian and Bulgarian memberships to the EU Black Sea politics after 01 january 2007. The policies of other actors and the EU policies prior to 2007 have also been mentioned in order to put the differences and compatible wievs regarding the existing policies.The importance of the region according to EU, lies mainly, in the struggle to avoid importing instability from the present instable countries in the region. The second concern of the EU is to control the many exisiting pipelines which pass through and around Black sea in order to reach the highly needed energy resources of Caspian and Central Asia. The main policy of the EU, who has become a Black Sea Power as of 2007, against the region is defined by the overarching ENP which started in 2003. EU is trying to support the governments of instable countries in order to establish democracy and is looking for alternative transfer routes and resources to make their energy supply independent of RF.EU, who has not achieved the desired results by the ENP, mainly because it lacked the regional approach, developed Black Sea Synergy in order to integrate its policies with regard to Black sea countries. In this respect EU has received observer status in the BSEC and with its new projects and new loans EU seems deeply involved with the Black Sea.
