Abstract (EN)
Financial indiscipline which is one of the biggest problems of developing and developed countries, upon the increasing needs and changing world, has become a major issue of careful attention and main focus. n relations to provision of fiscal discipline, minimizing the tendeney of taking loan, taking effective measures on cutting down on spendings have recently become important issues. The countries? incrasing spendings on the increasing needs though have depended upon the provision of financing, so far the amount of revenues have been ignored or the revenue has become insufficient to be able to make spendings necessarily with other words financing. Thus new sources of financing bave been searched. By way of emission of money or inereasing tax revenues or getting credit, it has been tried to increase the revenues. The choice of inereasing the tax revenues due to the political concerns has not become an efficient mean. Because of inflation, on the other hand preferring emission is considered a risky mean. Thus taking loan has become an inevitable source of income. But taking loan in the long run has some negative effects as well. Witnessing economical crisis have been basically due to the problems arising from the fiinancial indiscipline. Many countries colloborating with international financial institutes have tried to overcome the financial crisis and and stabilize their economies. But after some time most of the debtor countries have yet been encased in the triangle of overspending, taking loan and economical crisis. The reason for this taking loan has some time later required having to take a new ban again. n order to get rid of this vicious cirele countries have become more concious and have paid more attention to the fiscal diseipline and started to have shown efforts in this way.
