Abstract (EN)
In every region of Turkey geological, geomorphological and climatic structures due to earthquakes, landslides, floods, rockfalls, storms may be faced with disasters such as avalanches. Disasters can occur in long periods of time to a certain extent and sometimes they occur suddenly and unnoticed. Turkey leads to greater needs of the residential areas of population increase with each passing day. The fact that unplanned urbanization is still at a very large rate emerges as a disaster, which can be defined as a natural event. An example of this is the conversion of seasonal rains into floods by the development of stream beds. The European Union and inter-agency meeting and prepared by the preparatory committee for the 2014 World Risk Report in Turkey in terms of being prepared and demonstrate compliance is ranked 107 among 171 countries. When evaluated in terms of the urban population is exposed to disasters in the same report noted that Turkey is located in the high-risk category of countries. In this study, it is aimed to integrate the more important pre-disaster strategies with planning in a system setup as well as post-disaster response strategies to disasters. Disaster management and planning were evaluated separately on Samsat (Adıyaman) sampling area which was destroyed by 80% of two earthquakes in the recent history and problems of the existing system were determined. A new disaster management system proposal was proposed for the solution of the problems and the system components for the establishment of disaster resistant settlements were described.
