Voluntary activities and security in the integrated disaster administration process

Although the world seems to be developing and advancing with technology, the problems encountered in the context of local or central governments have always existed wherever human beings exist. This situation leads to even more insurmountable situations in the case of a disaster. When looking for the solution of the problem, the human being understands that human cannot leave him outside; In the face of problems, it has started to adopt an inclusive, inclusive and administration approach. As a result, it is understood that the main point in this solution process is to involve the individual himself beyond the cooperation with public, private sector and non-governmental organizations. Most countries have reached consensus on the voluntary involvement of individuals in the solution of all events, disasters, wars, either man-made or naturally, that may be encountered or experienced in ordinary or extraordinary periods. The factors that make up the future of countries such as subsidiarity, civil society having a say in administration, active citizenship, development, education are possible with the implementation of volunteering practices. Disasters are also significant threat for the future of the countries, but they also cause great socioeconomic damages to that country. Getting caught in a disaster unprepared causes this loss to be greater. The level of harm is minimal and that the society takes its previous form in a short period of time, the individuals receive a good education about disasters and voluntarily active participation. In addition, in ordinary or extraordinary situations, ensuring the safety of the volunteers, both on and off the pitch, is as important as pre-disaster post-disaster studies. Volunteers should be provided with legal regulations and international treaties regarding their other needs, especially their security. In this study, the importance of volunteerism and their security is mentioned in the integrated disaster administration system, and the links of volunteerism with participation, governance and resilience are exhibited. In addition, national and international studies are shown with examples. Finally, a survey was conducted with the volunteers participating in relief studies by taking 2014 Soma Mine Explosion in our country as an example and the existence of this need was revealed for the volunteers.
