Big data and public policy: an international assessment of digital contact monitoring applications of the COVID-19 pandemic process

Abstract (EN)

In the digital age, governments have begun to incorporate big data technology into public administration and public policy-making processes. At the beginning of this study, questions were raised about how big data changes the process of creating and implementing public policies, how big data included in policy-making benefits governments, and how the relationship between citizen engagement and policy outcomes with big data progresses. Document inspection and resource scanning technique was used and secondary data were used. Inclusion of big data in the public policy making process, evidence-based creation of politicians, clearer determination of targets, scenario of the economic and social effects of policies and gaining the ability to predict, rational use of resources, produce new services, develop personalized (need-based) adjunct policies, increase the acceptability of policies through mood analysis, and increase the acceptability of policies. contributes to the process with the ability to create a decision-making process in which they have more influence, to control the public policy making process in real time, to implement the evaluation process at every stage, to respond quickly and to intervene instantly. In this case, governments have become more effective, efficient, productive, providing qualified goods and services, legitimate and democratic. The public's business processes have accelerated and their activities have exceeded the limits of human capacity. At this point, during the Covid-19 pandemic, states began to take advantage of the advantages of big data in order to control the pandemic. During the global Covid-19 pandemic, when human employment and human speed were inadequate, the digital contact tracking applications created by states using big data technology aimed to prevent the infected chain by reporting positive cases. During the pandemic period, 30 countries were examined comparatively to reveal how countries benefited from big data. When covid-19 digital contact monitoring applications are examined, it is concluded that the policies created represent the digital sector, so the more people participate in the application, the more successful the applications and the policies created will be. Big data has enabled governments to manage data effectively during the pandemic process, to be processed in real time, to act quickly and to intervene instantly.
