The authorities and their usage of the big city mayor on the municipalities of the district

The big city municipality model predicted by the law numbered 5216 which is in force in Turkey, according to the relations between the organs of the big city municipality the model of strong municipality mayor was predicted. In the acceptance of this model interior migration, speed population increasing, under the perspective of globalization and localization and speedily growing cities the management only can be conducted with the support of a strong mayor chosen by the most of the people. But this model, because of it pushed to the second plan the principal mission of the local management like democratic participation and local autonomy comprehension, particularly the district municipalities and it caused the reproaches of the other town organizations.Our study consists of three principal parts. In the first part preliminarily, urbanization in Turkey, the definition of the big city municipality, the social and economical reasons which supply the formation of the big cities administration, the generally accepted metropolitan organizations models and in the duration of the historical development period, the issue of the big city municipality model was analyzed and evaluated. In the second part of our study as main subject the position in the model of the big city mayor, the importance because of model and his authorities. The council of big city municipality and its authorities on the district municipalities, both the old law numbered 3030 and the big city municipality law numbered 5216 and the other interested legislations were analyzed and evaluated. On the other side in this part the system organs of the big city municipality and service coordination centers were examined. Although in the third and last part of our study, on the other side French local managements especially Paris Big City Administration and England local managements especially London Big City Administration which they were considered as model in the formation of the Turkish administrative structure were examined and analyzed and by comparing with big city municipality model applied in Turkey, localization, local autonomy, service, authority fields and the position and authority of the municipality mayor it was tried to make analysis and evaluation.
