The manegarial impacts of metropolitan municipality organization and its effects on services (Muğla Metropolitan Municipality case)

Municipalities are the units of the local government in the state and the closest service unit at the center of public service to the citizen. The number of metropolitan municipalities increased from 16 to 30 with the Law on the Establishment of Metropolitan Municipalities in Fourteen Provinces No 6360 published in our country in 2012 and the Law on the Amendment of Some Laws and it is implemented by local elections in 2014. With the abolition of special provincial administrations in these cities, the boundaries of metropolitan municipalities became the provincial property boundary and also, villages and towns were removed and turned into districts (Mahalle).In our study, it was emphasized whether there is a coordination problem between the district municipalities of our city and metropolitan municipality of Muğla, with metropolitan municipal law and the Law No. 6360, the decentralization and their reflection on services. For the determination of these, managers of 9 district municipalities were interviewed, problems were presented and solutions were proposed.
