The problem of effectiveness in metropolitan municipalities: The case of İstanbul and Bursa cities

Special administrative formations have been introduced in large settlement fields with the important changes in our country after 1980. By the Decree Law issued in 1984, the cities of Istanbul, Ankara and Bursa became Metropolitan Municipalities. The number of metropolitan municipalities has reached 30 since 1984. Together with the immigration, population growth and different problems, metropolitan municipalities have problems in the effective usage of resources. The financial and administrative structure has been tried to be supported with the laws enacted in terms of solving the problems.Metropolitan municipalities manage three quarters of our country. Metropolitan municipalities,which have administrative and financial autonomy, should use their financial resources effectively and efficiently in terms of administration. In our study ,the efficiency of Istanbul and Bursa Metropolitan Cities between 2016 and 2018 has been evaluated using income and expenditure budgets .
