The effect on local returns of legal returning village management in great municipalities

Today, with the globalization, the administrative paradigm is changing and revealing new values in administration. These paradigm shifts are increasingly important to local administrations within the administrative system. Changes in the demographic structure and population growth associated with industrialization have led to the growth of existing large cities, which are an important part of local administrations. In order to prevent irregular and unplanned developments in major cities and to respond to local needs in urban areas, a metropolitan management system was established in Turkey in the 1980s. Major legislative and structural changes have been made day-to-day in the metropolitan municipal administration system and new regulations have been uncovered for other local administrations. In this study, after the examination of the administrative structure of the big city management system in Turkey and the importance of the administrative structure of the villagers, the changes made in the metropolitan administration system with the Law no. 6360 in 2012 and the positive and negative effects of the conversion of the villages to the neighborhoods in the provinces were explained. And suggestions for structural changes were introduced. In order to reflect the new appearance of the villages established in the metropolitan municipality in Turkey, the evaluations of the village administrators and the village residents and the villagers about the neighborhoods were also included in a sample village. Problems arising at the end of the study and problems in the light of the data and solutions are suggested.
