The effectiveness of metropolitan municipalities in the presentation of educational services: The sample of Erzurum Metropolitan Municipality, art and vocational courses (ESMEK)

Having been incorporated in our administrative system since 1984, metropolitan municipalities, besides the classical municipal services, have started to provide many services in many different fields such as social, health and educational services. In this respect, it has been a significant challenge to analyze whether these services are realized in parallel with the aims and targets set in advance or to what extend they do so, in other words, the effectiveness of the services are to be evaluated. Within this frame, it was attempted to analyze the effectiveness of the educational services provided by the Metropolitan Municipalities. To do so, Erzurum Metropolitan Municipality Art and Vocational Courses (ESMEK) that have been in service since 2009, were taken as examples. From this point of view, it was tried to evaluate to what extend ESMEK have met to the objectives and targets. The study also tries to determine the expectations and perceptions of the course takers. In this context, the course attendees, being trained in Erzurum M.M. ESMEK, were surveyed and the data obtained were analyzed and interpreted. As a result of the analyses carried out, it can be said that Erzurum Metropolitan Municipality ESMEK carry out their activities in parallel with the objectives and targets set beforehand and that ESMEK perform educational services effectively to fulfill the requirements in a frame in which both ESMEK and common-public education have been able to reach the basic objectives and targets.
