New duties of the metropolitan manucipalities to the villages: A research in the Metropolitan Manucipalities of Malatya

The understanding of municipalism in Turkey has come to the present day by developing with years of changes. Migrations from rural to urban areas increased with industrialization and this situation has shown its effect in our country over the years and has led to the shaping of the understanding of municipality. With the increase in population and the addition of irregular migration, it has become inevitable for cities to get rid of the classical management approach and bring a new management approach. With the law numbered 3030, which is the first Metropolitan Municipality law, the foundation of metropolitan municipalities was laid for the first time in our country, Later, with the Law No. 5216, the status of Metropolitan Municipalities was changed and new duties were added, the number of Metropolitan Municipalities was increased with the new metropolitan municipality law numbered 6360, and villages were abolished and transformed into neighborhood management in big cities. This change towards the villages has caused some problems in the provinces that are the new metropolitan municipalities and has brought along the discovery of new ways to correct these problems. How the Special Provincial Administrations will fulfill their duties in meeting the current needs of the village people of the metropolitan municipalities has not been fully formed. In this study, the duties of the metropolitan municipalities towards the villages with the new law were also examined in the case of Malatya Metropolitan Municipality and some findings were obtained.
