Urban transformation politics in strategic plans of metropolitan municipalities

Change and transformation are the concepts which are the mostly talked ones in Turkey and in the world. Together with globalization, the effects of the economic, social, political, spatial transformation process, of which effects are felt on every sector, have started on public administration. As a tool of new public insight, assuming to be practiced the value, method, techniques which are valid in private sector to public sector, associated with No. 5018 Public Financial Administration and Control Law in Turkey, new concepts such as, strategic planning and performance management, newly started. In reorganization process, by changing of local government laws, compulsory strategic planning phase has started for municipality over 50 thousands of inhabitants.In this study, the strategic plans of the metropolitan municipalities was used as an base material. By examining the urban transformation politics with descriptive method in strategic plans, one of the tools that can be used for understanding the transformation of local government system, the effects of the neoliberal public management approach were verified.Key Words: Strategic Planning, Urban Transformation, Globalization, Metropolitan Municipalities, Neo-Liberalizm
